Finalize help text for additional hours field in service locations

Description

The additional hours field in VAMC service locations has unclear help text. Recommendations need to be made that make it clear to editors what this field should be used for. This work was started in #17342.

Use Cases

Some use cases are documented in the VAMC Master Figma file

Acceptance Criteria

[ ] Document recommendations in Figma VAMC Master file
[ ] Review with content designer
[ ] Review with accessibility
[ ] Review with UX Lead
[ ] Engineering ticket is created to update this

@Agile6MSkinner This is being done preemptively, but involves service location work that I've already started. That work can be seen in the VAMC Master Figma file.
