User Story or Problem Statement

The Benefits Decisions Reviews team is adding DataDog RUM scripts to some specific page templates.

To support this, the BDR team is requesting a new Feature Toggle be added to the CMS which will allow the team to toggle on/off the RUM scripts as needed.

Steps for Implementation

Create a new Feature Toggle, FEATURE_DECISION_REVIEW_RUM => feature_decision_review_rum

Acceptance Criteria

[ ] FEATURE_DECISION_REVIEW_RUM exists

it would be nice if we could have RUM set up by mid Q4 FY24 (which is July - September) in support of discovery (initiative)
