Create Runbook for VA Stakeholders about Editor Survey

User Story or Problem Statement

POs need a summary of the roll out plan in a runbook to use when communicating with VA stakeholders.

Description or Additional Context

A quarterly survey to editors has gotten approval from stakeholders and is ready to be sent out. POs will need to communicate the survey's roll out plan to their stakeholders to ensure it is being sent at an appropriate time and that they are aware of all the moving pieces.

Steps for Implementation

• [ ] Add editor comms plan, quarterly survey schedule, and sample survey into the runbook.
• [ ] POs review runbook and provide feedback.
• [ ] CMS team incorporates feedback into runbook.

Acceptance Criteria

• [x] A runbook that summarizes the plan of action for the survey for POs and VA stakeholders to reference.
• [x] Communication to VA stakeholders about the roll out plan for the editor survey.

Possibilities for the runbook: have a public facing runbook in Github for VA stakeholders to reference and then have an internal runbook in Confluence for POs to reference.
