User Story or Problem Statement

OCTO needs to understand what is needed to implement a persistent server for Next Build to achieve the goal of on demand publishing of new content to VA.gov.

Description or Additional Context

The AP team is planning on implementing the first phase of the Next Build implementation in the next few sprints and will be finishing their task order in early October. Before their task order is completed, we want to brainstorm and capture what is needed for next steps in the Accelerated Publishing work, specifically how and where to implement a persistent server to achieve the goal of on demand publishing, so that VA OCTO understands what is needed to move this work forward.
