[Aging Content] Configure methods to allow a test notification email to send

Description

We need to configure methods to allow a test notification email to send. Currently, we can target who's allowed to receive an email, and who is never allowed (Allow / Restricted lists).

We could have an insider become a most-recent editor for the sample content, in order to receive the test mail. This would be different than the content expiration model that's in Prod now.

AS A PO/PM//DM/engineer working with Aging Content Notifications I WANT to be able to receive a notification email in order to QA, prior to release to PROD SO THAT I can ensure the email verbiage and links are as expected

[ ] PO/PM//DM or engineer is able to add their email address to the 'send to' list, edits the content, and receives the email(s) as expected
