Description
Applying ECA framework to implement notification to review/approve new or changed Drupal content would make the process of approving and publishing content more efficient for certain editors
Current behavior
Example: VBA editors can create and edit content, but cannot publish it. They must email the VBA Web team to request review and approval. This can contribute to delays in banner alerts and facility operating status being published to the Regional office pages.

The OCTO Content team is also expanding the stakeholder editor base - it's likely this type of notification would be helpful in these uses also.
Desired behavior
[ ]When a VBA editor adds or updates content in Drupal and saves it as "In review", a notification is automatically sent to the VBA Web team asking them to review.
[ ] Email verbiage implemented (verbiage TBD)

In Teamsite, VBA leadership is able to "reject" content with an explanation. This functionality has been requested as part of the review/approval process but would require the addition of another moderation state and is likely more within the CMS team purview.
