[EPIC] Zero silent failures initiative #19241

Description

As part of a VA-wide initiative to ensure zero silent failures across it's portfolio, Sitewide Public Websites and Sitewide Facilities will audit their products, and then if necessary create tickets based on the guidance provided to see which, if any, of our products meet the standards for the Zero silent failures initiative.

This has been identified as the most important task, above all other work (other than serious defects).

User story

AS A Veteran et al using VA.gov's features, when I perform a task that submits or retrieves information for me I WANT the information I requested or sent to arrive at its destination SO THAT my information or request isn't lost, with no action being taken.
