User Story or Problem Statement

As the PO of CMS, I need to understand the level of effort and skillset needed for the Tugboat upgrade to determine if/how to prioritize the work for the CMS team.

Description or Additional Context

Tugboat and Docker will need to be upgraded because the current file system used by both is being deprecated. Before we began the full preparation for the upgrade, we need to understand and define it's impact so that the CMS PO and PM can determine the prioritization and resources to assign to the upgrade.
