Publications: Editor cannot create a new publication due to required field error on not-editable Publication Listing field

Description

An Editor trying to create a new Publication is not able to save their changes.

The "Publication listing" field is required. In this Editor's view, that field is blank but cannot be edited to add a value.

To reproduce:

• Login as josiana.greenaway@va.gov in a lower environment
• Go to /node/3012/edit
• See that Publication Listing field is blank
• Try to save and get an error Publication listing field is required.

Permissions

Should the Pittsburgh VAMC editor, https://prod.cms.va.gov/user/4296/workbench_access, have access to create / modify Publications? Their workbench access doesn't have Outreach Hub enabled (where Publications live), and Publications do not appear in their content menu:

I tried to verify in the Drupal permissions list but... it's so big / timeouts, can't tell. This is a first step. I also don't know where Outreach Hub governance is defined, so am looking for that info / will update ticket if/when I find it.

Noting: Outreach Materials is theoretically slated for deprecation, however: it's not deprecated yet, deprecation has no timeline / priority, and we are still actively maintaining it in production until that changes. So: we'll need to take a look at this.

I've asked Helpdesk for a little more information on the editor / the JIRA service desk ticket, so we can confirm the repro and get more details into the ticket.

The listed Editor is a content creator VAMC, and Content Publisher, with access to only the VA PIttsburgh section.

In Drupal, the permissions for Publications are screenshot below. I am 90% sure this editor will not be able to make the desired change without the Content Editor - Outreach Hub role, and access to the Outreach Hub section. BUT: The editor who created the node originally had the same permissions (VAMC Pittsburgh): https://prod.cms.va.gov/admin/people?user=Kimberly.Graham3%40va.gov&status=All&role=All&workbench_access_section__section=All. So: a mystery, maybe?

Ian is going to help this editor save this change for today, to unblock them.

The KB for Outreach Materials does confirm:

You must: Have the "Content admin" role or higher Have access to the Outreach Hub section in Drupal

The editor in question had gotten an Outdated content warning, and was trying to respond to it.

If the KB is right, we have here a conflict wherein some editors apparently used to be able to make a change that they can no longer make, so can no longer resolve their outdated content warnings. This will prob pop up as old Publications get flagged as needing updates.
