[EPIC] [Events] Recurring (repeating) events

Status

[2024-04-18] @FranECross needs to review to determine if any fit into Events v2, then prioritize or close/icebox the attached tickets

User Story or Problem Statement

Among others:

• As an event manager, i can create recurring events so that i don't have to repeat the same action multiple times.
• As an event manager, i can create recurring events so that the content is consistent across event instances.

The change represented by this user story will:

Recently uploaded an event, one hour window each day. Uploading the same event 3 times might be confusing, is there a way to show start and end time for each day.

Events V2 companion work

Ethan mentioned that Events V2 work isn't rolled up into a single epic anywhere.
