Disable operating status field group #2630

Description

In order to reduce the confusion of multiple points of access for editing operating statuses, we'd like to direct users to the VAMC system operating status content type so they can edit everything in one place. This means disabling their ability to edit facility operating statuses in the VAMC facility content type.

Acceptance Criteria

By editing the operating status here, you will update both the Operating status page and the Facility page.

@EWashb Currently editors can still edit the operating status from two different content types:

We don't have any data suggest that editors are struggling with having two different options for editing the operating status. However, as we consider building out product dashboards in the future, we might want to circle back to this, as it would impact how we design workflows.

FWIW - I'm not sure this needs to be an issue anymore unless conditions change.

@EWashb This seems like it should go to Facilities since it's their product? Also they literally just did work on this so they probably will know if it's an issue and needs to even be considered any more
