Improve select experience for VAMC content #3545

Background

User Story or Problem Statement

Certain select lists within the VAMC content forms have grown extremely long, as new VAMC systems have been added. This makes it very hard to find the content users are looking for.

There are probably other examples of this.

It corresponds to a broader "fire hose" problem where CMS users are often presented with content that is outside their domain (and that they are not used to seeing in TeamSite, which was heavily silo'd).

Other select lists make it too easy to select the wrong content

As a VAMC editor, i should not be able to reference facilities outside my section for events, facility health services, etc.

There are probably other examples of this.

Other select lists make it easy to create duplicate content

For example:

As a VAMC editor, i should not be allowed to create more than one VAMC facility health service of a certain kind at each facility, or more than one VAMC system service of a certain kind at the VAMC system level.

There are probably other examples of this.

A lot of content looks the same in the Linkit selector

Hypothesis

We believe that improving permissions and UI in select lists will improve the editorial experience and reduce the chance of duplicate or incorrect content.

We'll know that to be true when TBD

Closed related Github ticket VAHELP-1668 in order to remove it from queue after 246 days; will re-open and reply to VA Minneapolis once complete
