Facility photos should be referenced from Vet Centers, but only editable by National Vet Center editors #4417

Professional photographers will take photos of Vet Centers.

National Vet Center editors should be able to add these images to the media library, and link them to the appropriate facility.

Local Vet Center editors should not be able to break those entity references, and re-link new photos from the media library.
