Updating Operating Status enables menu

Description

As a CMS editor when I update the operating status for my system I want to have the choice to disable them menu item that is automatically created when I update the status.

Acceptance Criteria

• [ ] Updating the operating status does not default enable the menu item
• [ ] Helpdesk is not disabling menu items every time an editor updates an operating stauts

@joshworkscivicactions , have you validated that by editing an operating status with a disabled menu item that it enables the menu item? If so, can you write out those steps with some example URLs? My hunch is that this operating status had an enabled menu item to start with.
