Make relationship between hours and operating status more clear

Background

Usability research on Vet Center dashboards surfaced some questions about the relationship between a facility's hours and its operating status. We have reason to believe that the relationship isn't clear to editors, and could potentially confuse end users.

We also heard from the facilities team that there needs to be more guidance about how to approach operating status details content, and that there might be new operating status options coming.

Some user stories:

"As a VA.gov site visitor looking for hours information, I need hours content to clearly indicate the most up to date information about those hours, and I may be liable to skip reading the content in alerts that indicates a change."

"As a cms editor, I need to be prompted to provide information about temporary changes to hours in the operating status details field, and I need inline guidance about how to approach writing that content."

More user stories to come.

Current situation:

• Main Vet Center hours are uneditable. Changes must be made through VAST.

Per Steve: We could surface a new hours field when "Limited hours" is chosen, and let editors specify new hours that may be different than the hours coming in from VAST.

@kevwalsh @swirtSJW I like where this is going. Are we assuming that the limited hours they provide will show up on the front end as operating status details, or would this need new accommodation in the FE templates?
