Improve image upload and cropping experience

Problem Statement

Admins have reported a confusing editor experience around media uploads. See ticket #8622 for context. Claro theme has implemented a regression via model that inhibits user experience and understanding of the media upload process.

Helpdesk has reported numerous cropping tickets. For example, #5034 details issues arising from issues with cropping for Stories.

Proof of Concept

Begin with Vet Center facility image as a proof of concept with the intention to implement across product.

Hypothesis

If users have a more direct upload feature that eliminates irrelevant media library options for Vet Centers, it will alleviate confusion around alt text, cropping, section selection, and saving. It will also reduce the number of helpdesk tickets submitted for help with media uploads.

• Can we autofill the section field?
• Hide name and description?
• Hide crop field group to the UI (sep ticket)
• all facility photos get this one picker treatment?
• default crop to what the FE regulation is and remove other options
• we will lose the drag and drop with these changes

3 possibilities to fix cropping:

• get rid of cropping
• show existing, only show one of them
• use as opportunity to go to focal point

File size: user story: as a VC editor using a smartphone to take a pic of my facility, I tried to upload my photo and I'm getting errors about file size. What do I do?

One ask from Jeff G. and editors in VAMC office hours April 13: Can the FE aspect ratio be listed in help text for content types that offer image upload? That will be a first step in helping editors understand which aspect ratio goes with which content type and therefore which aspect ratio to adjust.

Example, Story doesn't indicate FE aspect ratio, so editors crop all aspect ratios or they think they use the cropping tool to choose which aspect ratio they want.
