[SPIKE] Investigate DataDog Real User Monitoring #8866

Description

Datadog’s Real User Monitoring (RUM) gives you end-to-end visibility into the real-time activity and experience of individual users. Team should meet with members that have front-end knowledge to determine if and how DD RUM can be implemented for use within the CMS.

Acceptance Criteria

[ ] Next steps for implementing Datadog Real User Monitoring have been discussed.
[ ] Follow-on tickets have been created.

This will be for {prod,staging,dev}.cms.va.gov environments, and possibly on Tugboat envs too (or maybe another ticket for that). The public endpoint for DD will also be changing soon as we are migrating to DD GovCloud w/Okta auth soon too.

primary use case was for Next.build so need to revisit if we still want this in place while that is on hold

We are still looking into RUM use for various use cases, with items being completed for CMS Team. I'm going to move this into the larger pipeline so folks, both UX and dev, have visibility.
