[Events] Adjust guidance on event creation

User story

As a VAMC editor, I want to know how I can set a recurring event for specific days of the week/month so Veterans can understand when events hosted by my facility are scheduled.

Background context

A VAMC editor reported that it wasn't clear how to set a recurring event for specific days of the month, such as the first and third Thursday of the month. The interface doesn't indicate how to perform this task.

There may be other scenarios for recurring events that require updates to existing guidance.
