Understand, validate, and possibly add to VBA's selection criteria for their pilot locations #9836

VBA recommended 5 sites as likely pilots. How do we assure they offer the right mix of characteristics?

After meeting with Dave C, Tanekwa, and Roger this am, I think we're well on our way to understanding the criteria and proposing new criteria

Criteria has been evaluated, discussed, and added to. What's required to drive to final approval? Or, if not all 5/7, can we lock in 2 or 3 to unblock @ContentBrewmaster from moving forward in Sprint 64. Final decision will not happen 7/29 - will mark this as closed (thank to the possibly in the issue's title) and create a new ticket for the final decision.
