Understand, validate, and possibly add to VBA's selection criteria for their pilot locations

VBA recommended 5 sites as likely pilots. How do we assure they offer the right mix of characteristics?

How did we choose these locations? What other criteria might we need to add locations to this list:

• Boston
• San Juan
• Honolulu
• National Capital Region
• Houston Regional Offices

Example criteria: Rural/Urban, proximity to military base, types of sub-facilities, language/culture,

Acceptance Criteria

• [ ] Facilities represent different values based on types in the export CSV (does it look like we're accounting for the big patterns?)
• [ ] Facilities appropriately represent different hierarchical relationships
• [ ] Facilities have leadership willing to be champions
• [ ] Facilities represent appropriate blend of urban/rural

After meeting with Dave C, Tanekwa, and Roger this am, I think we're well on our way to understanding the criteria and proposing new criteria

Initial proposed sites are:

• Boston
• San Juan
• Houston Regional Offices
• National Capital Region (Washington DC)
• Honolulu

The criteria/vectors:

• Child facility types and number We have this covered - the collective child facilities cover all types
• District
  We have this covered - we have a site from each district
• Editor activity
  TBD - We have one (two?) explicitly "High Engagement", do we want to work on finding a "Low engagement" site?
• Citification
  Urban vs rural. Initial proposed 5 are all urban. Talking to Jaime about getting rural
• Proximity to Military Base
  Honolulu gives us close proximity, need to look at others
• Language/Culture
  San Juan gives us Spanish speaking population, talking to Tanekwa about AIAN
• Services at Regional Office Our initial 5 cover all the collective services (as currently defined)

Anything we are missing? When do we say YES we have all the criteria defined?

Adding categories for

• Likelihood Dave C points out that Boston, for instance, is having VBA resource issues, might not be available to devote time to being an MVP. How best to evaluate?
• Co-located with a VAMC Facility We want to explore what it means for veterans to visit a VBA within a VAMC
• Availability of resources Is this another way of saying "Likelihood" - Can we get some confirmation from Tanekwa/Jaime?

Criteria has been evaluated, discussed, and added to. What's required to drive to final approval? Or, if not all 5/7, can we lock in 2 or 3 to unblock @ContentBrewmaster from moving forward in Sprint 64. Final decision will not happen 7/29 - will mark this as closed (thank to the possibly in the issue's title) and create a new ticket for the final decision.
