Identify VBA research locations #9984

Background

Consider multiple categories (urban/rural, services offered, etc.) of research sites and select those most likely to offer the greatest exposure to veteran and editor experiences.

User Story or Problem Statement

As a VBA Facility team researcher, I need to identify the best combination of research locations, so I can assure the research conducted will capture the most comprehensive veteran and editor experiences.

typically we try not to add a sprint designation to epics and super epics until they're closed as they will span multiple sprints.
