User Story

As a VSP developer I want to improve the Docker workflow so that I have reproducible dev environment that doesn't require hand-holding.

AC

A new developer can get up and running by pulling the image
It doesn't break if you ctrl-c it down

@kreek - Is there more to this epic or is it complete?

@annaswims there's more, we want to create a docker image that's prebuilt with all the dependencies but that's held up by devops setting up AWS ECS to host it. I'll add a ticket.
