We need to develop a shared strategy between VAOS FE/BE and VSP on how we'll handle various scenarios when the app needs to be taken fully offline (due to scheduled downtime or circumstances of major outages), or when some degradation in experience is occurring due to issues.

This strategy should include use of manual and automated application of PagerDuty.
