Yes, per this Slack conversation, @KevinMHoffmanUSDS asked that I document this issue for he and @rtwell to resolve the guidance for chevron use in buttons for the VA design system.

There is inconsistent use of chevrons in primary CTA buttons across VA.gov:

There are some buttons that open the wizard process and some of those use a chevron, and some don't.
