"Turbo Orientation Videos" per stakeholders most recent request

Product description

The stakeholders would like to introduce a series of videos that further explain what services they offer before the Veteran is engaged with the form. These videos are meant to sit after the eligibility wizard and the form itself.

Also, we see the phases mentioned in the design documentation, and I guess we were skipping to phase 4 so maybe we can talk more about what the other phases are based on (bandwidth maybe?).

@jason-gcio We can't skip the earlier steps. We must deliver something that is accessible and compliant. The documentation explains how to think of the video in a progressive enhancement fashion, accounting for:

• People with less tech-snazzy devices and poor connectivity are provided an empathetic experience, without using up all of their limited data plan.
• People who use assistive tech, and may need closed captioning, transcripts, and audio-only options.
• People with great Internet connections and the most modern devices.
