Issue description

"COVID-19 vaccines" will be added as a system and facility health service to Drupal and will need to be rendered on VAMC pages.

NOTE: Because it will be implemented nationally, it may be published content within an unpublished page.

Dependencies

3684 Drupal as source of truth for COVID-19 vaccine health service availability (CMS Epic)
3682 Make COVID-19 health service data available to Lighthouse (CMS)
3688 Initial migration of Covid 19 Vaccine health service data (which systems and which facilities offer) (CMS)
