High Level User Story/ies

As a VSO representative I want the ability to fill out the FSR form on behalf of the Veteran as a designated representative and submit the form.

Hypothesis or Bet

By allowing VSO representatives to fill out the form online, there will be less errors and time to resolution should be shorter.

OKR

Faster resolution times due to more accurate information and less returns for errors.

Definition of done

[ ] VSO reps can fill out form without authenticating
[ ] VSO reps have to certify the form as legal representatives (POA)

Take into consideration Accessibility/QA needs as well as Product, Technical, and Design requirements.

Currently allowing this functionality for VSOs is not on the roadmap. Moving this to the icebox under it becomes a focus area for the team.
