Issue Description

As a Veteran I need to know how VA handles disaster relief efforts.

The sitewide content team needs to create an R&S article about disaster relief at VA. These two links can serve as references:

Tasks

[ ] Write copy for a disaster relief R&S article
[ ] Review copy
[ ] Send to stakeholders for approval
[ ] Input stakeholder changes
[ ] Copyedit/review
[ ] Publish using the pre-publishing checklist

Acceptance Criteria

[ ] New R&S article live on the site

Update: These pages should be assessed with the new R&S criteria. If an article should still be created, this can be done at anytime there is capacity.
