[Find a Form] Revisit, possibly change Search Landing page links

Status

[2024-04-24] Adding to the next product sync mtg with Dave C to ask if we should still consider this.

User Story

As a Veteran or caregiver, I would like the form links presented on the Search Landing page to be more clearly related to forms or their online equivalents so that I can quickly access popular forms without the need for searching.

Expected Behavior

The links presented on Find a VA Form landing page would be re-evaluated and possibly replaced with:

• Links that more readily explain they are form-related
• Links to more popular forms
• Links to online tool form equivalents

Acceptance Criteria

• [ ] Story is groomed and clearly defined
• [ ] Story is estimated, & broken into sprint-sized pieces of work
• [ ] Collab cycle-related tasks are created
• [ ] All work to implement, including collab cycle tasks are completed & tested
• [ ] Update is peer-reviewed and reviewed on Staging by PO, PM
• [ ] Feature flags are removed
• [ ] Change is live on Production
