I wasn't able to replicate this issue within the wizard. @Mottie do you know if the question "Is this claim going through the legacy appeals process" still exists in the HLR "is this the form I need" wizard?
If it no longer exists, we can bump this down to a defect-3
or 4
as we'll still likely want to update this to match what we have in supplemental claims
I just opened up a ticket yesterday to replace the HLR wizard with a subtask. We need some design and content updates, so it should get done in the near future. Thanks for following up on this, I totally forgot about this ticket.

User Story or Problem Statement:
When tabbing through a form, I expect my screen reader to read the questions prior to the answer which has focus, and to accurately follow keyboard focus as I tab between questions.
Details
When tabbing to the question: "Is this claim going through the legacy appeals process," In all environments except JAWS and Firefox, JAWS reads the question when focus is on the "Legacy Appeals Process" link. When the user tabs to the radio buttons, JAWS simply says "no." In Firefox with JAWS: the Legacy Appeals Process link does not appear and focus stays on the first set of radio buttons until the user tabs again. In all cases the user exits and reenters forms mode between questions, decreasing efficiency. These factors cause confusion as to what is being clicked on and could cause the user to click on the wrong element.
