[Epic] Benefit hub content refresh (Phase 1): Health care hub

User story

As the VA.gov content team, we want to go back to health care hub pages and refine/iterate on pages that haven't been updated since launch. This is a content refresh and won't involve updating IA or adding new design elements. This work will happen in parallel to the work for Resources & Support articles.
