Issue Title: Review application, checkbox to except the privacy policy not read clearly by screen readers

User Story or Problem Statement:

When using a screen reader, I expect it to clearly announce what each element will do as I tab through a form.

Details

On the review application page, When tabbing past the checkbox to except the privacy policy, JAWS reads "Will open in new tab," potentially making the user think the element is actually the link to the privacy policy.
