Publish V2 Platform Website style guide (Develop guidelines)

User story

As a VSP Team member, I need to know how to write content for the Platform Website, so I that I can continue to provide a seamless, per-page reading experience for VFS teams.

Tasks

• [ ] Four-hour time block to clean up style guide (make it less disheveled)
  • The organization is not clear
  • Formatting is not consistent
  • Some links are broken
  • "Insert content here" as dangling placeholders
  • [ ] Review team, and determine what to modify next (and when)

Acceptance criteria

• The Platform Website style guide is published and ready for Platform Team consumption. (We are not yet socializing to Platform Teams.)
