[WCAG2.1]: Create a `User Guide` for how to grab and use the templates

Description

VFS Teams need a detailed guide on how to use the accessibility template materials in their test projects in TestRail. We need to create a User Guide or How-to in the public area of the new Confluence space for our team.

Acceptance Criteria

• [x] Create a user guide in the public facing portion of the new Confluence space under the "Accessibility Testing" area with a how-to style -- https://vfs.atlassian.net/wiki/spaces/RELDEP/pages/1255931908/Accessibility+testing
• [x] Include screen shots of key steps (be careful to isolate the TestRail window in screen shots)
• [x] QA Specialists and PMs can consume the materials and successfully replicate the steps in their respective projects

Additional Information

• We may choose to relocate this guide to a repository of TestRail related articles in the future.
• We will use "A11y Template" custom Type in TestRail to track metrics regarding the use of these test cases across all projects. It's likely worth calling this out in the guide.
