Technical Task

Create service object for medical copay endpoint and DMC client.

Expected Behavior

Collect all identifiers for user (vista account numbers, and EDIPI) make API call to DMC using the DMC client

Acceptance Criteria

[x] Make service object
[x] Service can get identifiers for user
[x] Service can make the DMC request

The MCP endpoint is getting data from the user login and is able to get params just need to wire up the vista IDs from the user object now that the identity team has finished that integration.
