Updates to COVID FAQs on mask wearing

We have new, updated content on mask wearing that needs to be added to the COVID FAQs page as well as the Spanish and Tagalog pages and the chatbot. Content to add:

From Mateo: For the Tagalog—comments from the reviewer are it was well translated but looks like the following was missed for translation: We follow CDC guidelines for cloth masks when translated is Aming sinusunod ang mga patnubay ng CDC patungkol sa panakip sa ilong at bibig. The reviewer is saying that it is in the English document but left out of the Tagalog translated content.
