Story

As a backend developer, I want to have an endpoint I can call to retrieve details about VA facilities so that the front end can show veterans facility details.

AC

[ ] Staging data recorded to cassettes
[ ] /facilities GET endpoint exist in vets-api
[ ] Tests, specs, and swaggers exists for both endpoints
