Update to VA.gov Policy Page

Definition

A privacy policy must be referenced in the store listings on both the App Store and the Google Play Store. The policy should be referenced from inside the app; in fact Apple says that you have to, but I've never seen them enforce that rule (and I've never followed it).

Problem Statment

Since both the va.gov website and the mobile app consume the same APIs and follow really similar rules, I suggest modifying the existing privacy policy to reflect a broader audience. Namely, references to web can be replaced with web and mobile where applicable. The Digital Analytics Program section can be updated to include Firebase. A short description of analytics for mobile and a link to the Firebase privacy policies (Firebase ToS and Google Analytics ToS) should suffice. We should also add a section for Troubleshooting and state something like:

We may use third party tools to detect, store, and analyze data related to problems that occur while you use our website or mobile app. This data may include device identifiers, operating system version, device type, and the state of your device when the problem occurred. Any information we collect will only be used to make your experience better.
