Fix Pact contract tests in vets-api #32961

Pact contract tests are not running on GitHub Actions in vets-api. This task is to fix this issue and to add Slack notifications so that the Testing Tools Team is informed when there is a contract test failure in vets-api.

This is done, but didn't make it through our workflow for some reason. I'm closing it out.
