Description

As per this PR https://github.com/department-of-veterans-affairs/vets-website/pull/20257 it looks like the address validation E2E cypress test is not actually showing an address suggestion, and may need to be revised to fully cover the business rules in place.

Tasks

• [ ] Verify that the issue is present
• [ ] Identify cause of validation suggestion not appearing correctly
• [ ] Create ticket for solution, or document other solutions present
