[Platform Infrastructure] Document infrastructure request process

Description

Documentation should exist that captures the platform infrastructure request process for VFS and Platform teams. Additionally, documentation should exist that explains how the Infrastructure team and SRE personnel should process and respond to inbound requests.

Background/context

• This is a pain point for the infrastructure team
• This is a pain point for the VFS teams
• This is a pain point for Platform teams

Please do not reach out to engineers via DM for infrastructure support. 

Please make all requests through #vfs-platform-support or GitHub issues. This will help us understand the nature and types of incoming requests.  

The goal is to iterate on infrastructure services so that they’re better for developers.
