Upgrade node engine in vets-website to active LTS version

The current node engine in vets-website is set to 14.15.0, the current recommended version is 16.14.0. We should upgrade as a point of proper maintenance and so we can match the required node version for the Console UI in backstage.

Definition of done

[ ] Test plan is created to include all environments this upgrade affects
[ ] Node in vets-website is upgrade to the latest LTS version at the time this ticket is started
[ ] Related items in the CI and deployment process have also need updated and tested
[ ] Related documentation has been updates
[ ] VFS teams have been notified of the change

At this point, Node 16 LTS is EOL on 9/11/2023, so it's probably not worth upgrading to 16 except as a stepping stone. Node 18 is the next LTS and is EOL on 4/30/2025. https://nodejs.dev/en/about/releases/
