Tasks

[ ] updates to ADR docs
- clear to teams when to author an ADR
- when teams are making recommendations/decisions and preparing to share with a wider audience, is that time for an ADR? Or does the ADR follow the recommendation docs?
- convey who writes an ADR
[ ] add a section in the sprint demo to list recent ADRs
