Automatically geocode in GIDS after creating preview version #37944

Currently, after generate preview version is run, geocoding in GIDS has to happen manually.

The scope here is: 1) After generate preview version is created, start geocoding.

Put message "Processing geocoding" and disable "Push To Production"

2) After geocoding is completed, remove message "Processing geocoding" and enable "Push to Production"

It was decided on 3/17/2022 that this functionality requires the assistance from a DevOps with cron and docker experience. This ticket was originally created as an enhancement of the already existing GIDS file job process that prevents data Geocode data from been overwritten. The existing manual process works as expected and has been in place for the past 3 weeks. Moving this ticket until we can find assistance from a DevOps engineer.

This is issue will be worked by the new @department-of-veterans-affairs/govcio-vfep to resolve the need for AWS production console. But we required AWS console PROD access until this is closed.
