[CDP] Documenting user scenarios #41291

Issue Description

To support engineering setting up manual tests in TestRail, we should document all user scenarios. For reference, check the QA documents Tze put together for past projects such as the Medical Copay Tool.

Tasks

[x] Document all user scenarios for the Combined Debt Portal

Acceptance Criteria

[x] User scenarios have been documented in GH and linked in this ticket

Use cases document can be found in this GH file. We may need to adjust the test users as staging's development wraps up, but the gist is there!
