Platform Prefill Service Integration Update Required by EMIS's Decommission

Describe the problem

The Enterprise Military Information Service, eMIS, is being decommissioned at the end of Fiscal Year 2022. This means systems like Platform Prefill Service integrating with eMIS must be updated before September 30, 2022.

Who will benefit

Given Prefill Service is a platform shared service used across forms and pulling from various upstream systems, the current integration needs to be updated to avoid a break in service to products or features hosted on the va.gov platform.

Describe your idea

Platform leads should review this request, assign the resources to the solution and update the integration to meet the deadline. Applicable platform POs should also join the -emis-deprecation slack channel to provide regular updates.

Additional context - Prefill capability is documented here: https://depo-platform-documentation.scrollhelp.site/developer-docs/va-forms-library-how-to-work-with-pre-fill within the context of the form system, but it describes how work in vets-api is needed to incorporate a new form. The EMIS dependency is not apparent in that doc, because it’s been ingrained as a shared data source that is “just there”. Until September that is…but it is the current source for many of those pre-fillable fields.
