[FE] 1010EZ - Insurance: Fix Insurance Other Coverage on Review Page, Trigger Validation #44427

Issue Description

On 10-10EZ form the Insurance section includes question "Do you have health insurance coverage?" If answered yes adding a insurance policy is required, provider name, policy holder name, policy number or group code; and does not allow the user to continue unless the insurance policy information is entered. On the review page, if a user changes "Do you have health insurance coverage?" to yes, the insurance policy shows required but the form doesn't enforce it and allows the form to be submitted without a warning.

Acceptance Criteria

Current forms system does not show warning or error for this scenario. This can be fixed in new forms system.

This may be resolved with the SIP/Prefill work we want to do here. We are aware of this issue.
