Add quick reference guide for income and assets

Issue Description

VHA SME, David Adcock suggested we add a link to the Quick Reference Guide: Income and Assets on the FSR online experience to provide Veterans with additional clarity on what types of income and assets the VA is looking for when reviewing an FSR submission.
