Oracle Cerner currently does not provide a public secure messaging portal, but other orgs have been given access to an internal portal that we intend to take advantage of in order to allow messages between patients and providers to be sent between Cerner and the MHV on VA.gov portal
As a Veteran, I need to be able to send secure messages to VA Medical Centers regardless of whether they are on Cerner or Vista. so I can contact my providers.
Hypothesis or Bet
If _we integrate Cerner's messaging API into Secure Messaging on VA.gov thenwe expect Veterans who receive care at facilities where Cerner has been rolled out, their providers will be able to interact with the message on Cerner's clinician portal.

What must be true in order for you to consider this epic complete?
Users must be able to send messages to VA medical facilities on VistA
Users must be able to send messages to VA medical facilities on Cerner
Users should not have to know which system a given facility is on
Clinicians at VA medical facilities on VistA must be able to receive messages from patients
Clinicians at VA medical centers on Cerner must be able to receive messages from patientes
Patients must be able to create folders for secure messages
Patients must be able to move messages to folders
Messages must be able to be threaded
Patients must be able to logically delete messages by moving them to a trash/deleted folder
Patients must be able to delete folders they have created
Patients must be able to rename folders they have created
Clinicians and MHV Coordinators must have the ability to block a user from sending messages due to disruptive behavior
[Actor TBD] must have the ability to re-enable a user who was previously blocked for disruptive behavior
The secure messaging application must be able to display a message to a user advising them that they have been blocked from sending messages due to disruptive behavior
Patients must be able to attach files to messages (size and type to be defined)
