Create staging application metadata #5074

Prashant from IAM team requested that we provide him the SP metadata for our staging environment, so he can get the ball rolling on the corresponding configuration in their SQA environment. He requested this get done by tomorrow.

I generated the metadata locally without merging devops changes to staging, but we should also get the ball rolling on that PR so we're not a blocker.

Staging key and cert are already in devops/credstash, just need to be injected into the staging instance.

Closed via devops PR 6280, verified metadata is available at staging-api.
