Update heading structure on pages from Accessibility Lead on CMS team

There are 2 Benefits detail pages within the Burials & Memorials section that need some heading updates in order to have a better, more correct heading structure on the page. This will also resolve some accessibility errors that are being reported.

• Burial in a private cemetery
  • On this page, there is an H2 heading for "How do I request a memorial item for a private cemetery burial?" and underneath that is a steps section. The headings within the Steps are H4 & H5 headings, meaning that the H3 level is skipped causing an accessibility error
  • REQUESTED UDPATE: Can you please move all headings within the Steps up one level? H4s should be H3; H5s should be H4s

• How to apply for a Veterans burial allowance
  • On this page, there is an H3 heading for "You can also apply:" and underneath this is text that says "By mail" however on other pages, this is structured as a heading. For consistency, this section should be structure as it is on other pages. Example page where this is an H4 heading
  • REQUESTED UDPATE: Can you please update "By mail" to be not bold and an H4 heading instead?

  • This page also has multiple tables, however they do not have captions, instead they have headings. We have recently discussed the benefit and need for table captions, I believe this page was created quite a while ago, before table captions were being discussed.

• Content and IA work needed by: There is no specific due date, however Dave C and the CIO have received a specific complaint from a blind Veteran regarding the headings on a different Burials detail page and therefore we are looking at all of these very closely now and we want to clean these up as much as we can, as quickly as we can.

@RLHecht I was reviewing a PR today and ended up on the Burial in a private cemetery page and noticed that the first request above has been taken care of, all the headings within the steps section have been updated and the issue resolved. I just wanted to note this here but didn't want to change the original description above obviously, thanks!
